Best Case The behavior of a production system that occurs in a zero variability condition.
Practical Worst Case The behavior of a production system that occurs under the maximum randomness. Assumes (1) balanced flow, (2) single server stations, and (3) moderately high variability.
   
Implications If the current performance is between the Best Case and the Practical Worst Case, then it is considered good performance. If it is outside of Practical Worst Case, i.e, under for TH and over for CT, it is considered to be bad performance.
